As for Wilson's car being illegal, well it was and it wasn't. The part in question made zero difference to the performance of the car and it had already been passed by scrutineers multiple times throughout the race weekend.

Not really, but I see your point.
Dale Coyne's team used a part that didn't conform to the regulations for the Texas event. A minor piece of bodywork that actually made the car less aero efficient.
Webber's (and Vettel's) car had an aero device which they'd designed around ambiguity of the rules.

Actually it made it more efficient in the drag coefficient department, but it's questionable whether that was an advantage or not, I doubt it would have given him any significant increase in downforce.
Special Ed on the other hand, now that was a blatant attempt to cheat your way to more downforce, unless of course Indycar managed to re-write the laws of physics for the weekend in which case he shot himself in the foot, twice.

halfway through the race he came on the radio and started saying how bad he felt for the spectators who'd come out to watch the race, seeing as they weren't running round in a big pack, said something about NASCAR being faster too which shows what a prick he was being.
