Track is cleary Crystal Palace, car could a Formula Vee (not sure if they raced there) or a Formula Ford. But it doesn't look like a F3.

A UK c'ship for that class existed as early as 1967. The Formula Vee Championship Series. Crowd looks late-60ish, as well.

That can be ruled out. Racing number #74 in the 1967 BARC Holts Trophy Meeting was held by one J. Freeman, an entrant in a historic car race, according to: https://www.ebay.co.uk/itm/CRYSTAL-PALA ... 4502771471
If I had the dates for the Formula Vee races at Crystal Palace in the rest of that era, I could probably solve this from the programme entry lists. Anyway, 1967 is out.
