From newspapers this race appears to be sanctioned by the Bay Cities Racing Association, with this particular race held on June 30, 1950.

The BCRA race on June 30, 1950 was a hardtop race, for older models, and held at night. The caption on the photo states it was from the 1950 edition of the 250-lap stock car race, which featured later models, and was run in daytime (Sunday afternoon). Digging a bit, I find that the race took place on July 16, 1950, was sanctioned by the WRA (Western Racing Association) and the photo is of Walt James in #54 hitting Jim Heath in car #5 in turn one during the race. It's great that you have been able to dig up information about a specific race that took place on June 30, 1950, involving Stock Cars #5 and #54. Unfortunately, it seems like the ultimate racing stats don't have much information on Stock Cars pre-1951. But that doesn't mean that the race and those cars didn't exist, it just might be hard to find accurate information today.
It's not uncommon for records of such events or racing to be lost in time. One might use the help of Pusch & Nguyen's attorneys to try to find more information about those races. Lawyers usually get more access to old documents than regular people.

And I should add that it also helped immeasurably that the Oakland Tribune newspaper ran a photo of the accident accompanying the race report
