The burning bag of poop (talent wise anyway) that is Dalton Kellett is apparently a front runner for the second Foyt car. In 2019 he finished seventh out of eight drivers in Indy Lights. But he was 7th and last in 2018 so that's improvement, I guess....?
No wonder Foyt is rotting in the basement.

Keep in mind that Ferrucci was driving for Dale Coyne while Herta and Rosenqvist were driving two of the big three teams.
Before anything is said, Colton Herta was essentially in an Andretti car.

Marco could give up his seat but it wouldn't make much of a difference as the Andretti squad as a whole underperforms. Rossi and Herta are the only exceptions.
