That's the part that wont come back. Modern designs rely on vortex generators to seal the gap and should be a bit more resilient to that failure mode. CART ran ground effect for it's existence and apart from taking off when going backwards the problems of the early cars is understood as I understand it.

Never said it came first, but it disappeared before tobacco sponsors disappeared. Hence we need to back further to re-instate it.
I was thinking they should just let the van go round the track and waive the first few laps...

Autosport's logical conclusion to the scenario would be that IF Vettel gets a one-race ban, Ferrari should call on Giovanazzi to replace him in that race. Which would seem rather unlikely given the fact that Kimi is still way ahead on points, experience, knows the team and I'm guessing that the 2019 Ferrari isn't night and day compared to the 2018 car that he drove last year. Granted Leclerc isn't racing for the championship, but I'd say that Kimi is a way more solid partner to have in a tight race situation than Giovanazzi is.
But sure, an Italian driver in an Italian car might be hard for the team to turn down. That, as well as the fact that Kimi's career is nearing it's end and they'd want to give their junior driver a punt, are the only reasons I can think of.
