F2 does something like this for the sprint race. What I can see happening is that late in a race, drivers from P11 backward will pit and attempt to set the fastest lap. Depending on how far P11 or 12 is behind P10 then it could also change the finishing order in the points.

Paddy Lowe has quit Williams. I have a feeling that the team won't be around for much longer.

Firstly, Paddy Lowe is taking a "leave of absence" from Williams.

Secondly, awarding a point for the fastest lap is being considered and will voted upon at the WMSC meeting ahead of the Australian GP.
The WMSC has approved the point for fastest lap. Now it goes to an e-vote of the F1 Commission so it can introduced in time for Australia.

@DoubleFart - it appears the WMSC were reading your post about how to implement the rule...
The rules will follow a similar format to the one employed in Formula E, with the bonus point only being awarded if the driver concerned finishes in the top 10.

Fastest lap is a poor idea with this generation of tyres. It made sense between 1994 - 2010 when we had normal durable tyres and the fastest lap could come at various points throughout the race. Nowadays you can only get a genuine fastest lap when you bolt on a fresh set of tyres on the last lap. It means nothing these days.

now you wil get the situation that teams that run 11th - 20th go into the pits and run a fastest lap in the race. And these drivers can be a hazard in the race. You get two races in one. One for position and one for lap time.

If I understood correctly the extra point is only awarded if the fastest lap holder finishes in the points, ie 10th or higher. Not sure if the point is earned if the fastest lap is set by someone outside the top ten or if it reverts to the best lap set by the top ten finishers. That could be chaotic if the lower half tries to take a point away from one of the upper half.

as I understand, the point is only awarded if the fastest lap is set while also finishing in the top 10

eg. Kubica in 18th bolting on a set of super softs, setting fastest lap, but finishing outside the top 10, will not be given a point.

But is the point for fastest lap in that case forever lost, or does it go to the driver in the top 10 who set the fastest lap of those 10?

Thank you for saying the same as @Michkov said several hours back.

'Straya 2013, or pretty much six years ago, was the last time that Ferrari, Mercedes or Red Bull didn't win a race.

And the race before that was the last time McLaren won.
