No. And i tried to find something in Moscow, but there is no interesting street circuit to build there.
In St. Petersburg i found something. But tbh. i have enough projects to build. The Hondsrugring took 3 YEARS to build.

Track: Hunzering GP circuit v 2.0 including the cam update. (rFactor Central)

rF and rF2 are on our server, I'll talk to them see how they work, then you can use that to host if you like, better a server with a 1TB pipe than a home connection doing the hosting.

Just tried out Hondsugsring.. great work Erwin! Have you tried Coffs Harbour? A similar type of track set in Australia.
