So let me get this right, an Italian wanting to race at the IoM cannot?

Problem is that this sets a dangerous precedent for insurance companies to pull out of insuring real road racing meetings and therefore forcing federations into withdrawal

Yes, unfortunately the high cost of insurance has effectively cutailed many category events and also some circuits. Especially in amateur type categories where the insurance costs are reflected in huge hikes in entry fees.
