It sure was in Portugal, but where and when? The only reference point I have is "Piódão"...

Looks to be the front end of a 1996 Mitsubishi Lancer Evolution IV, if that helps. Very shocking picture!

A bit of a tenuous link, but the World Rally Championship Games refers to the "Tap Air Rallye Portugal", with SS1 being Piodao
( then SS2: Cabreira, SS3: Ponte de Lima - South, SS4: Ponte de Lima - East, SS5: Fafe.)

Obviously. I've spent a long time working on this one in my own time and found nothing, though the picture has been reposted many, many times on other sites.

I can only tell you the car is a Mitsubishi Lancer Evo III, which means it happened after 1995, and the BNU sponsorship is the Banco National Ultramarino (BNU) which was closed in 2001 so it can't be any later than that. The 555 shirt being worn by the spectator potentially dates it to perhaps no later than 1997 as the 555 logo stopped being prominent on Subarus after that.

So I'd suggest a Portuguese driver was behind the wheel, and it could be a national Portuguese rally. Maybe Group N.
Racing is living and everything that happens in between is just waiting.
