He's not going to get around the fact that he only has 15 super license points though, which expire in 2021. He'll have to either jump ship to F2 to get the points there, or win the Indycar title next year which will give him the points.

According to Christian Horner, O'Ward has the correct amount of super license points.

While I don't doubt that Horner has his papers in order (well, actually, I do...) I have to ask - where did Pato get those points from? The Kwik-E-Mart?
