For what it's worth, I like the proposed design, but I don't expect it to actually like that come 2021.
Anyone remember the CDG rear wing from 2005, which was designed to reduce the turbulent air coming off the car, which in turn would allow cars to follow close behind and promote overtaking... That was another so-called 'secret' that found its way onto the Internet, which never actually saw the light of day. This is where I see this new design going ultimately.

Agreed. It's fantasy. So is the idea F1 will ever be like it once was. Why can't they make the dimensions the same as the 1998 cars and be done with it?

Ok, now all put your pink tainted glasses away. Its 2018. Nowadays marketing is more important than the sport. Since the early 80's technology has been banned, regulated and therefore the original idea of F1 is dead. The "Pinnacle of Motorsports"-quote can be put in the trash bin. Nowadays the innovation is in the details. No more idea's like: ground effect, skirts, 6-wheels, active suspension, semi-automatic gearbox, 4 wheel drive, turbine engines, V16-H16-V8-V10-V12.
